The executive overhang in Germany refers to a situation where the number of seats won by a political party in a state parliament exceeds the number of seats it would be entitled to based on its share of the popular vote. This can occur due to the electoral system's combination of direct mandates and proportional representation. As a result, additional seats, known as overhang seats, are created to ensure that the party's share of seats in the parliament reflects its share of the popular vote. This can lead to a larger parliament than intended, and the overhang seats can potentially give a party more influence than its popular vote would suggest. **
