The second hand of the Ice Watch Chrono Electric may not be working due to a possible issue with the watch's movement mechanism. This could be caused by a lack of power in the battery, a misalignment of the gears, or a malfunction in the quartz movement. It is recommended to have the watch inspected and repaired by a professional watchmaker to diagnose and fix the problem. **
